Yep, it's the old Nordic Para-sail hull. See the steps to the fight deck and steps in for passengr loading.
Why the dual jet I am not sure except to think it went into business orignally in low water area like the river. It's not all that bad a hull and would make a fun party boat for the right person. Think th guy woud at least give it a blue tarp
