I heard it was just the boats with covered engines. Seems the passengers are falling out of the boat while riding on the engine cover. Can't say alcohol really causes it, but they are trying to stop it anyway they can. So, remove the engine covers and it's OK to serve alcohol to passengers..........MP
Not true.
The State of Arizona regulates liquor consumption. Cities, Counties, etc. cannot enact their own liquor laws, except in certain places, like public parks.
The city can (and did) ban liquor consumption on city property (certain areas of London Bridge Beach), but cannot regulate it on the water.
