Military Flares? ok, let's have a assigned time in the evening in the future and do it again!
I"ll call BS on this one. Flares? They would not stay at a constant altitude. And why have they not been seen for ten years? The military only does this exercise every ten years? Sure! And the lights were seen in Prescott as well as Phoenix. About 100 miles apart. Sorry, I don't know what they were, but they were not "flares." Sounds like someone knows what they are, but no one is talking.
