I think he had been pulled over and directed to be there, however there was a takedown - I do not know what the details were. In one of the pics you can see LE putting on some new bracelets. In the other pic (on the bow of the boat) you can see two guys in each others faces. IMO, one of these guys was holding the other back from putting in his .02 with either LE or the individual being detained. The LE just watched them push and hold each other back. I dunno :idea:
