There is an "L" shaped link between the primary throttle arm and the secondary throttle shaft. This prevent the secondaries from opening at idle, or more than partially, until the primaries are wide open. Open the primaries all the way and you will be able to open the secondaries all the way by hand. With a little effort you can open the secondaries, without first opening the primaries, which will then force the primaries open by way of the linkage rod.
