Which axle do you install electric brakes on with a tandem axle??

The rear. As the brakes are applied (electric or hydraulic), the rear axle will become "planted" harder due to the action of the toggle link between the two axles. If you put the brakes on the front axle, you will prematurely skid the tires due to the same action of the toggle link.
