It's a blister in your gel. It will have to be ground out, and re-gelled. When it's done, you'll never know it was there.
What kind of boat, and how old? I would see if the manufacturer would take care of it if it's not too old.
Well I'm finally getting around to my winter repairs and I stumbled upon this in my hull. What kind of damage does this look like to you fiberglass experts? Doesn't seem too deep. Looks like its right under the gel.
