If your impeller is old (it's supposed to be changed annually) one of the first symptoms is often overtemp at idle/low speed but no problems when running at higher speed.
Good luck.
Ok boat people..I have a Mercury Outboard on the back of my poontoon
that sometimes makes a alarm noise when i am going slow. It's a 60 hp.3 cylinder, direct oil injection. Not sure of the year as it came with the boat.
Im thinking maybe its the water pump, but does anyone have any ideas.
This just started this season, but hope to make it throught the season.

Low oil level alarm. Maybe bad sensor...
Im thinking low water flow..The impeller has never been changed..But thought i would throw it out for discussion..Thanks
Not sure if the outboards have a resorvior for the gear oil like an I/O but it's easy enough to check.
Might also try this in the outboard forum.
