Those are called struts and yes its for more down force. There is a foot pedal you use to adjust them as you go down river!
Those hydros are called river racers. They have a 44ci mercury 4 cyl outboars with a short tower and a racing lower unit. They run 80 mph plus.
Those are sick....the on board cam was pretty cool too.
