1.5 million should cover the cost of the custom gold rusted "hover stand". It uses the earths magnetic field to hover 2" off the ground at all times. You could hook this to a rhino,buggy,jeep,etc.... and enjoy un-disturbed Satelitte viewing pleasure.
I hope you understand the exspense...It's the only one in existence and we didn't take very good notes when we created it
