trailers are done through the DMV ... you'd have to get the VIN and take it down there and investigate.
Is this a trailer you have a VIN for ... or one you are looking for the VIN on?
I guess the question is, what are you trying to do?
    maybe Carfax.com?

    do you have the vin?
I would try carfax ... or AAA to see what the history of the trailer is (if there is a vin) ... if there isn't ... you can register it as a home made trailer? If there is a history, contact the last known owner and try to fix the paperwork trail.
You could always file a "statement of facts" w/ the DMV if the old register owner does not want to cooperate I guess ...
good luck ... hope it's not a stolen trailer that you got turned onto ...

The VIN number is, as a rule, stamped on the frame up near the hitch. If there's a lot of paint on the frame it may be buried. Is there a plate on the trailer?

I've actually had a DMV employee tell me to grind off the vin plate, repaint the trailer and fill out the forms saying I built it... this was after 2 years of trying to a new trailer that was never titled registered in my name. Long story short, it was brand new, but about 3 years old and had never been titled. It just sat in a very well know trailer builders shop after a custmer never coughed up the cash to pay for it.
