the laws that are in place are tough enough, and regardless, you cant fix stupid. In all reality if people keep jumping and the Booze on boats is evil bandwagon. we will find ourselves not even allowed to carry booze on a boat. the laws are fine, its the enforcement that sux, and with all the new checkpoints popping up, it is getting better.

The brutal reality is, while the laws on the books are strict and clear, there isn't the sense of deterrent we would hope there is. An overtaxed enforcement arm that is busy the whole day coupled with a judicial system primarily interested in fees and not justice has created a somewhat permissive state.
