Once you go over the firs tier level the cost go way up. The idea behind it is that if you want more power than base set by area you are going to pay way more per kilo watt hour. Rates are set at the State level by CPUC. I am not sure in Arizona but I bet it is the same way.
Unisource is trying to get the same scheme here in Southern AZ (TEP). Like I said to Mike, they are infront of the ACC right now. Don't know about Arizona Public Service or Salt River Project.
The proposed baseline is so low, you're going to bust it just by running a couple lights, the fridge, and TV for the month. It's almost punitive...
