That is a plug in for a stern light when you anchor. It should have come with a aluminum pole with a white light on top. Not real common on jets.

Good idea, but it you're better off leaving it as is.
If you want an outlet for a permanent charger there is such a thing its black plastic w/ a black rubber cover (http://www.westmarine.com/webapp/wcs...&classNum=null) not that fancy but its good enough
