It's not registered,
It depends on where you want to register it what it would take to make it street legal.
It has headlights, taillights and a windshield.

And I see it has a mirror. Throw a light for the license plate on there, and you're good to go.

what year is the cart? size tires, what size lift? where is it located?

It's a late 90's body style (1994.5-2001.5), 5 inch lift, 22" tires.
