Landscaper in Parker/Havasu

I need to get a quote for a one time job.
I need someone to pull up a bunch of relatively small Salt Cedar stumps, kill and remove weeds, apply pre-emergent/soil sterilizer, and lay down weed barrier/plastic for gravel. (We'll supply the gravel)
Just generally clean up our Station's waterfront.
I remember a few discussions on here, so can anybody recommend someone dependable? Since this will be a Govt job, they'll have to be willing to be paid AFTER the job is completed.
