Good luck!
I've heard nothing but horror stories about trying to get coverage for our little jet boats. The biggest problem seems to be with the pipes.

do they have to be insured?
I know someone who ran over a kid on a jet ski. took him to court. Cost him a fortune
Duke:
do they have to be insured? No... but like 73sleek said, if you hurt or kill someone, or even if your boat gets stolen/damaged/wrecked/etc... then everything is out of your pocket, and it could mean your ass, especially if it involves someone else getting badly hurt
You might try "Leisure Craft" in Santa Ana (I think). They insured my old 19 ft Hallet that had an open engine with headers. I told them it was a 330 HP 454 jet (which it was). They didn't ask if it had headers, so I didn't volunteer; and I don't remember them asking for pictures.
Good luck, and yes you should get insurance, especially if you own your house or other assets of value that could be taken in a lawsuit.

Try Terheggen and Malone (800)223-6268 or Sea to Sea (800) 732 2732 ask for kurt limbo. They both insure jets.
I used to have AAA but let it expire at the end of last season. The plan was to get Progressive this season since the online quote I got was cheaper. Now Progressive won't insure over transom pipes. I called AAA back and the girl said there would be no problem. Not sure if they allow it or she was just ignorant. Another thing to keep in mind, if you can insure with a company that does all insurance (like AAA) you will save a lot by carrying all policies with the same company. I have both cars and the house with them.
Go back to AAA thats the only way to go in California. Thats all I use.
I also have triple A, BUT I now have an exclusion for the Parker strip, I'm not covered if I'm on the river between Parker Dam and Palo Verde Dam. Damn!
