It's usually on the fuse block. Big round aluminum timer about the size of a round night light. can't miss it. very cheap and easy to install.

So helpin a friend out with a turn signal problem, all light up but no flashing. Probably the flasher, we hope. Where did they hide that thing. I have heard its buried behind lower dash left of the cig lighter

Thats what I thought also, but I'm gettin info that its behind dash to the right of steering column left of cig ighter. Going to have to drop the lower dash.

Your right because you will have to drop the lower dash to get to it.
I just pulled up a picture of the dash wiring here at work (GM Dealership) and it is were you were told.
GM Part #491391 or AC Delco part #SF552
The flasher should be located real close to were the seat belt and key alarm is located.
