Rain here (or in the Southland) has little if any impact on the water levels. All it might do is prevent LA and San Diego from watering their lawns so less water is needed from MWD.
It's the Rockies and the snow run-off that supplies the Colorado River Lakes.
Havasu is back up to almost normal levels. The ramp work has been completed and the water doesn't have to be down so far.

Havasu is still down compared to normal...I could barely get a 26 Cat off the trailer at Havasu Springs on Saturday. The bunks were not submerged...and this was with a F150 Supercrew 6" Lift with 35's with the water almost to the back doors.....

Here is the link to the water levels. I've been on the lake & river almost every weekend since Jan, & its coming up slowly. Cattail Cove & the other ramp off Industrial st (in Havasu) are ok. but don't try to get into the gorge, its way to shallow.
Launched my 29' at windsor with no problem this past saturday.
448' by the 15th...YEAH!

I also had no problem. If you're looking at the windsor ramp, stay to the right side. It is deeper.
