It wouldn't surprise me if that shot was taken in Regina, Saskatchewan. We see that every year the week before the Canadian Agribition. In fact, the car washes are often over-run by people grooming their cattle.
My company is a major sponsor so I have some access into the event. This year, I'll see if I can get some pictures (or better yet... video) of the vet getting sheath measurements for the bull sale.
My Mom was the vet's assistant one year. She said they examined a lot of cocks.
